The Education Bill, AT the joint meeting of the Education and Local Government Groups of the Fabian Society the Government Education Bill of 1908 was considered, and the following re olutions, which have since been approved by the Executive Committee, were passed:­ 1. That the Bill is unique among the many Education B1lls of the paiderable proportion of them whilst remaining very largely supported from public funds will escape from such control as already exists. 3· That the privilege of "contracting out" of such control is not made dependent on the religious beliefs of the children or the desires of the parents, but practically on the pecuniary resources of the managers ; so that where there is a wealthy incumbent or a chance of charging fe~s, the Church school can contract out and become as extreme in its denominationalism as it pleo1se.:~, e\•en if all the children are Nonconformists; whilst where the managers and the neighborhood are both poor, contracting out and denominational teaching are made impossible, even if all the children are Anglic.ms or Roman Catho!tcs. 4· That there is no security provided that the contracted-out school; will maintain their teaching staff on its present scale of numbers, qualifications, or salaries; that they will continue to be able to share in the local education authority's scho!Jrship system; that they will continue to enjoy the advantages of its staff of school nurses, or of its organization for arranging school dinners for necessitous children ; that they will continue to be able to send their picked scholars to its higher elementary schools; that they will be t:ntitled to participate in the manual traming or domestic economy centres; or in its arrangements for the education of pupil-teachers. 5· That a school in which the managers elect to contract out, and in which any new furniture and equipment has been provided since 1903-4, can contract out only subject to the \'ery heavy fine of forfeitingall such new furniture and equipment, which will remain the property of the local education authority, and cannot even be lent to the school thus giving up its status f publtc elementary school. 6. That the result of the Bill must be, in many of the schools which contract out, to restore the objectionable system of school fees-and this not in schools offering superior educational advantages, but in schools which cannot well fail to be educationally less efficient than the others. 7· That even the promised relief to Nonconformists in districts wher~ there are none but Church schools is to a great extent illusory; as unless at the cost of establishing a number of microscopically small new prO\·ided schools of huge cost and neceS>arily uf low efficiency, no provision is made for the case of the very uumerous rural parishes in which there are two or more schools1 all denominational, or for the still more numerous cases in which large urban districts have nothing but denominltional schools. 8. That the attempt by increased Government grants to bnbe the ratepayers into the acceptance of a less efficient system of educational organization is in direct contravention of the proper policy of grants tn aid, the function of which is to serve as instruments for securing greater efficiency. q. That even this bribe is illusory, as the increased charges consequent on the conversion of non- provided in to provided schools, and the necessity of building new schools to replace those which cease to ex ist, must presently far exceed the immediate gain to the ratepayer at the expense of the taxpayer i whilst in London and the counties the education rate will actually be increased by the fact that the non-provided schools which are transferred will cease to be exempt from local rating. 10. That the Bill, therefore, if it becomes law, can hardly fail (n) outside the single school areas to break up and dislocate the local organization under municipal control ; (b) to lower the educational efficiency of the schools which contract out; (c) to bring back a tax on the parents in the shape of school fees; (d) to restore the old condition of things in which teachers' ·alaries were depressed and school equipment stinted, because the managers were poor; (e) to make it more difficult for the local education authority to maintain regularity of school attendance, and to see that every child is at a school suited to his or her peculiar needs and capacity; and(/) greatly to hamper, if not to render nugatory, the much-needed medical inspection of children in the schools which will cease to be under local control. In view of these considerations, it seems to the Executive Committee of the Fabian Society that the Nonconformist members in the House of Commons would act in a spirit of patriotism and in conformity with the great example of their forerunners of 1687, if they informed Mr. McKenna that, whilst gratefully recognizing his attempt to redress their religious grievances, they preferred not to accept redress for their co-religionists at the cost of so heavy a blow to national efficiency as his Bill would entail. Members are invited to give publicity to these resolutions and in any other way to take action in the direction indicated by them. Propaganda Committee. Provincial Lecturing. The Propaganda Sub-commistee has considered the applications of candidates for the work of provincial lecturing in connection with the scheme adopted by the 2. Executive Committee, and has selected Rolbrook Jaokson, Clifford Sharp and Ro Ro Sohloesser. These candidates have agreed to prepare leotures en the lines of the syllabus of the Suburban courses and to plaoe certain days in eaoh week from Ootober to March at the disposal of the Sooiety on the terms fixed upon by the Executive Committee, namely one guinea per leoture and travelling expenses in addition. The Society does not guarantee more than three Courses of four lectures to each of the lecturers although doubtless more will be arranged. Leotures in Bavaria. The Propaganda Sub-committee also agreed ~ ~hat the Organising ~...~Secretary should accept an invitation from the Sooialist Party in Nuremburg to lecture in that city and in F~rth, Rof and Bamberg, on the"English Socialist Movement". The leoturea (in the German tongue) will be given duringthe third week in September, ~
