On motion by S. G. HonsoN. Amendment by BERNARD SHAW. To substitute:­ That this meeting, whilst approving the affiliation of the Fabian Society to the Labor Party; congratulating the Party on the accession of half a million members to its ranks dur­ing the year just ended; and recalling with undiminished satisfaction the active part taken by the Society in the formation of the Party, is of opinion that the time has come for the Party to give immediate consideration to the following propositions, namely: 1. That parliamentary parties in England no longer depend for support on the strength of their names or of tbe class from which their members are drawn, but stand or fall by their programs. 2. That a party without a program may influence legislation in t.he House of Commons but can do nothing to influence public opinion in tbe country. 3. That 'l-Labor Party, in order to justify its detachment from the two Capitalist parties, and its calls upon tbe funds of the Trade Unions, must put forward a Labor program which not only differs from tbe programs of the Capitalist parties, but consists mainly of measures which cannot conceivably be added to those programs. 4. That until these conditions are recognized and complied with by the Labor Party, it will be increasingly difficult for the Fabian and other definitely Somatist societies to secure the unanimous support of their recruits for con­tinued affiliation with the Labor Party, and to combat that tendency to break away and form new sections which has impaired the solidarity of the Labor move­ment in France, and may easily do so in this country if the views of the La.bor Party in parliament remain in­distinguishable from those of the left wing of the Capit­alist parties. \ Report of the Publishing Committee. Reminders re Subscriptions. The system hitherto in force has been to remind members, associat es and subscribe s the month following that in which their subscription falls due (Fonn 1 annexed). In the case of subscribers if ther e i s no response, say within a month or o, their car ds are removed from the list. Associates {who~e minimum subscription is 10/-) are allowed a little longer grace. Until ecember last year, members generally speaking were allowed t o r emain on t he list amd remi nded again in the following year. I, is now suggested that in addition t o the ordinary re­minder! in the month following that in w ich the subscription becomes due, members should receive ~ay three months later a second reminder marked •second application" (Fol~ 2 annexed). Tbrough e sudden death of Sir John Baker, a vacancy has ~ccurred for Portsmouth, and our Candidate Ald. w. Step en Sanders will be compelled to fight for the seat. It will be recollected that at the Election of 1906 the figures were Bramsdon (L) 10,500Baker (L) 10,236SANDF.RS (Lab) 8,172 Hills (Con)Whitelaw(Con) ~ Jane (Naval) 1,859 In these cirCumstances the Labour Candidate's claim on the second seat was so good that at the coming General Election the Liberals would probably not have adopted a candidate to replace Sir John Baker, who did not intend t o stand again. This Bye~election alters the situat ion, and Ald. Sander s is comp.lled to fight 1n order to retain hil ola~ on the seat, • whether he is opposed by both the other parties or only by one of them. It is unluok~ 'hat we have to appeal to our members at onoe for fJnd• for this bye-election, although we ma~ have to fight the same election again in a few weeks t~e. But in the o:1.rcum­stances no other course 18 possible. It is expected that the election will take place at the end of Novem•er or early in December. The cost of the oontest 1(ill be £450 or £550 acoordin.., as there --2 are two opponents or only one. Par t of this will be provided by local contributors. Another part, £50 or £75 will be patd bJ the Labour Part1: and a certain amount is al ready in hand. Shaw, Secretary. 1.-Lawson Dodd was elected (provisionally) Chairman o~ the Committee. 2.-It was decided not to r enew the Tenancy of Pen-yr-Alltwhich expires on March 25th., and as a consequencenot to make arrangements for Easter or Whitauntide. 3.-The Chairman and J o w. Shaw , Secretary, were appointed to arrange for the storage of furniture. 49-The Committee recommends that for this Season, pending the finding of a suitable place for permanent occupationin the country the School be carried on at a Swiss Centre, and provisional arrangements are at presentin hand. The intention is to engage all the accommodation at some Hotel or Pension capable of putting up from 50 to 70 guests at a t~e, for a period o~ six weeks from ab ut thQ and of Ju a ~a b~si»n1n September.Parties would be taken out ace a fortnight, and t this w uld be the minimum length o~ residence. The charge for a ~ortnight inclusive of travellingand hotel would be ~rom £7.10. O.to !8.15. 0. accord­ing to the local•ty, and the rate charged by the Hotel.
